Vulnerable children strategy misses opportunity

Government plans to better support children at risk of abuse have a range of good ideas but miss some important opportunities to reduce reliance on agencies according to a group using volunteers to improve child safety.

“The white paper strategy is almost exclusively focused on professionals and agencies – both government and non-government. We think they have missed a critical piece of the puzzle, which is utilising the healthy, caring adults in communities and neighbourhoods that children are being raised in. It takes a village to raise a child and healthy villages raise healthy children” said Manu Caddie the project manager for Tiakina o Tatou Tamariki, a neighbourhood project focused on keeping children safe in two suburbs of Gisborne and Whanganui.

“We have seen how adults within neighbourhoods can develop their skills and grow their commitment to supporting vulnerable families, including parents and children. Everyone can agree that kids should be safe, and providing opportunities for neighbours to get to know and trust each other reduces isolation and risk.”

Mr Caddie said some of the measures in the Government white paper released today sound ‘big brother’ and intrusive but there are a group of adults who should not have children in their care.

“It’s disappointing that most of the measures seem to give more power to the state and professionals, I guess we would have liked to see more focus on Government supporting neighbourhoods and communities to become healthy, trusting and well connected” said Mr Caddie.

“The Vulnerable Kids Information System to identify risks prior to birth may be useful, because it’s quite possible to see the train crash coming, but combined with the recently announced Government sterilisation of beneficiaries, there is a risk you are heading down a pathway to eugenics”.

A database of at-risk children could be a very powerful tool in child abuse prevention, but Mr Caddie points to existing national databases of at-risk children and wonders how successful these have been.

“We know for all the good work Child, Youth & Family do, their extensive national database that tracks children and families still contains many, many children who are being mistreated.”

Mr Caddie said he hoped parents would be supported to access the information agencies held about the families as professionals can misuse their power, even when they think they are helping.

Mr Caddie said Te Ora Hou Aotearoa, the organisation he works for supports the white paper proposal for a national education campaign to identify signs of abuse, but would also like to see a campaign focused on keeping kids safe and cared for.

Tiakina o Tatou Tamariki involves ‘Community Animators’ mobilising neighbourhood residents and other volunteers to build trusting, supportive relationships within communities with a focus on keeping children safe and healthy. The three year project is privately funded and a recent evaluation suggested it is demonstrating value for money as an investment in the prevention of child maltreatment.

Te Ora Hou is a national network of faith-based Māori and Pacific youth and community development organisations established in 1976. Te Ora Hou supports volunteers to mentor children and young people as well providing a range of educational and developmental opportunities for children and parents including teen parenting initiatives, early childhood centres, alternative education programmes and rehabilitation services for young offenders.

Youth health package just scratches surface

One of the unforeseen knock on impacts of mass lay offs, benefit restrictions and high youth unemployment brought on by the privatisation agenda of the late 80s and early 90s was a tripling of New Zealand suicide rates in the 1990s.

So Martyn Bradbury suggests the $62 million for youth mental health announcement earlier this month is like taking an aspirin for a gunshot wound.

It’s a win, albeit a small one for Sir Peter Gluckman, someone who has constantly called for Key to take the plight of New Zealand youth seriously.

As someone who has called for youth workers in high schools for a decade it is pleasing to see a select few of the poorest schools will now get this support, but it is a drop in the bucket compared to the needs.

All the initiatives like additional school nurses, anti-bullying programmes, parenting information services and a little top up for the few youth one stop shops that have survived sound great but barely scratch the surface in terms of the challenges facing at-risk young people.

Of course the government cannot fund everything, especially now they are borrowing so heavily to cover the tax cuts no one really needed.

Taxes have been described as ‘the national expression of corporal love’ – and it is fascinating to look at what has happened over the past twenty five years since top tax rates started reducing. Income inequality in New Zealand increased faster than in any other OECD country. Most of the increase was due to larger rises in overall incomes for the top 20% of income earners. Incomes for the bottom 20% actually decreased over the two decades from the mid-1980s.

British academics Professor Richard Wilkinson and Professor Kate Pickett use ten key indicators mapped against income inequality measures to compile an Index of Health and Social Problems. New Zealand features as or amongst the worst on most of the indicators.

The damage being done to the next generation living in deepening poverty will exact a terrible price on our communities. It is good to see some acknowledgement of the need to invest in the health and wellbeing of young people, but this token gesture is far from what is really needed.

I appreciated the opportunity that Minister of Education Hekia Parata provided last week for local school Board of Trustees and Principals to meet with her.

The Minister has been passionate about the benefits of education for a long time and it is exciting to see someone born on the Coast in such a senior position again.

I was excited to hear about developments in governance coming out of the Christchurch situation. Ten years ago the Kiwa Education Partnership discussed a campus-based approach to schooling in Gisborne but it doesn’t seem to have eventuated. Cluster governance makes sense when we think about a village raising a child and a seamless transition between early childhood education, primary and secondary schooling.

It was somewhat reassuring to hear the Minister say she doesn’t see any need to link performance-based pay to National Standards. One of the big fears in low decile schools is that such a policy could see highly skilled teachers moving to schools where more students have participated in quality early childhood education and have better access to support for their learning. Advice from Treasury officials also reject pay based on test scores.

Ministry of Education research shows that students from poorer communities generally have slower progress than their peers – the level of material resources available to families, health problems, substance abuse and conflict, all have a deep impact on the ability of students to attend school and learn. If pay is based on the rate of progression, this may also disadvantage teachers and communities where progression is slower because of external influences.

High student expectations from parents and teachers is essential and building strong partnerships between home and school is one of the most important things we can do.

Class sizes do have a major impact on student achievement and the secondary teachers current collective agreement limits class size to no more than 26 students. While it may save money to squeeze more kids into each class, we should expect learning to be compromised.

Though it seems to go against the whole basis of the National Standards her government pushed through in their last term, I was pleased to hear the Minister acknowledge that one size doesn’t fit all and progression in learning and achievement levels should be ‘flexible’.

It was also reassuring to hear the Minister sees inequality as a major issue that the country needs to address – both in terms of educational achievement and socio-economic status. Of course we are yet to see what the plan is for addressing the growing inequalities, fuelled in part by some massive tax cuts for those of us who least need them while future generations are being burdened with government loans from China.

Schools are not solely responsible for addressing every issue facing kids – neither is central government, nor parents or the wider community. But together each stakeholder has an important part to play in pulling together the pieces of the puzzle.

Beginning a ‘conversation’ on what the goals should be and how as a community and country we can achieve them is an admirable and pragmatic approach for any new Minister. I hope the commitment to a mutually meaningful dialogue is genuine and key stakeholders all have a real opportunity to shape the direction of education in New Zealand. Tough choices have to be made all the time by those wielding power in public but including all of the people most affected by decisions in the process is essential for good results to be achieved and enduring.

Local Government Reforms?

Some of the reforms being proposed for local government by Minister of Local Government Dr Nick Smith are to be welcomed.

For one, I think it’s great to see a review of Development Contributions. No doubt the review will find that they need to be increased so that essential services such as social housing can be part-funded when a flash new subdivision is built. New Zealand is one of the few countries that doesn’t require such a provision.

However, many of the reforms aren’t so welcome.

I raised the issue of being proactive about the pending reforms at last week’s Community Development Committee meeting and was told by council colleagues that the Minister was simply “flying a kite” and was unlikely to make any radical changes.

But some of the changes certainly seem radical to me, particularly the gutting of local government to be nothing more than an engineering department and administrative office for fast-tracking resource consents.

I encourage Gisborne residents to provide feedback through the 10-year plan consultation process on what services they want to see their council provide.

For example, does council have a role in monitoring how central government spends locally? And should we be concerned about local social and economic development issues?

If central government was so good at it, we wouldn’t have any homeless, any youth unemployed, any hungry kids, any crime.

The reality is central government does a terrible job of addressing social issues, education and health care because there is so little accountability and lack of responsiveness to local priorities. Ruatoria is not Wellington and Elgin is not Dunedin . . . one size doesn’t fit all and centralised government is the problem not the solution.

For a party that espouses the virtues of personal responsibility and local autonomy — and loved to bleat about the “nanny state” — these reforms seem more consistent with a totalitarian, centralised system of government that will increasingly dictate to communities what is best for us, and will remove local checks on central government decisions while expropriating resources from our communities.

Council spending across the country on so called “non-core services” (such as culture, recreation and sport) declined by $185 million between 2008 and 2010 to just 13.2 percent of authority spending.

From 2007-2010 rates were a stable portion of household expenditure, holding steady at 2.25 percent.

The recent Productivity Commission’s draft report on housing affordability notes that rates have been declining in relation to property values, indicating that in terms of household wealth, rates are becoming less significant.

While the government is borrowing heavily to fund it’s seven gold-plated highway projects, it’s hypocritical to be telling councils to stop wasting money.

Dr Smith has manufactured a crisis to drive through changes based on ideology, not evidence.

Tairāwhiti tops the country for sexual health diseases… again.

According to latest laboratory testing results, one in ten teenagers in the Gisborne district is infected with a Sexually Transmitted Disease.

Tairawhiti is consistently the worst performing District Health Board in quarterly lab reports produced by Environmental Science & Research, the Crown Research Institute for health sciences.

“This is not just a blip in the numbers or a case of regularly ranking in the top 10, we are the worst district every quarter” said Manu Caddie who prepared a youth health services plan for Tairawhiti DHB in 2008. Most of the plan was shelved after the 2008 election and the subsequent shift in national health priorities.

“It is not surprising given STI prevention does not feature in the TDH Annual Plan, youth health in general was dropped off the priority list of the previous government and the last national sexual health strategy is over ten years old” said Mr Caddie.

Mr Caddie says sexual health education is obviously not effective for a high proportion of local young people.

“Teenagers are saturated with sexually explicit ‘entertainment’ on a daily basis and we now have a culture where early sexual activity is the norm rather than an exception.”

Mr Caddie says that while he has heard from pharmacists of a Rhythm & Vines attendee returning three times in two days for the ‘morning after pill’, the statistics demonstrate it is local young people who are continually compromising their reproductive health.

“In many ways it is perfectly natural for teenagers to be having sex, but the risk of catching a disease is clearly higher here than anywhere else in the country.”

“During the development of the Youth Health Plan we found that more than half the work of local school-based doctors and nurses was providing contraception and advice on sexual and reproductive health. We have just over 100 births to teenagers every year and a similar number of abortions – I know of a 12 year old who already had two abortions.”

Mr Caddie said his reading of the data suggests that Chlamydia rates in Tairawhiti have trebled since 2007 and Gonorrhoea cases have jumped from around 30 cases per year between 2004-2007 to 167 in 2010.

“We can attribute these dramatic increases to better awareness and more regular check-ups, but the rates of positive tests from clinic visits are continually increasing which suggests a real crisis and publicly funded messages that are not registering with those most at risk.”

Mr Caddie said he would like to see an outcomes evaluation of the 2008 TDH document Sexual Health of Tairawhiti Strategy and a clear plan of how TDH with the support of other stakeholders intends to turn the curve. “Family members, school teachers, churches, sports clubs and businesses can all make valuable contributions to youth health – it’s about young people taking more responsibility for themselves and all of us protecting future generations.”

The Transforming Power of Love, Hope & Faith

A number of New Zealand studies suggest that more than half of people leaving gangs are assisted through the process by involvement with a church or faith community.

Taking Matthew 25 seriously, many church communities also provide an essential support for those coming out of prison who have few resources or support people.

Criminologist Professor John Pitts speaking at a gang prevention conference organised by church leaders in the UK said:

“The value of faith community involvement in gang initiatives is that church members are local, they are often connected with the young people and families experiencing these problems, they have made a personal commitment to helping and they are likely to be around for much longer than the professionals – and continuity is very important in this kind of work.”


He added:

“However good intentions and commitment aren’t enough. This is complex and sometimes dangerous work, and we need to find ways in which statutory and voluntary agencies can work with faith groups to provide high quality training and ongoing support.”

A new gang transformation initiative supported by Safe Tairawhiti, Gisborne District Council, NZ Police, schools and residents associations also needs local churches involved.

We hope to learn from the success of faith-based groups like Sam Chapman’s Awhi Community Development organization in South Auckland, Prison Fellowship NZ and Wesley Community Action in Porirua that have been working with gang leaders over the past few years.

While many of his contemporaries thought the best approach to beating the Romans was to meet violence with violence, Jesus advocated a more creative engagement. Designed to help people mature and move on from the ‘might is right’ paradigm, Jesus used the restorative power of love, hope and faith to transform both oppressive and marginalised communities. Perhaps we can too?

Council Year One: Five Lessons Learnt

 

So, now I’ve had my first full year in Council, I think I’ve learnt at least five useful lessons:

1. Council is about much more than roads, rates and rubbish.

My background before Council was largely in community organising, education and social issues. Since being on Council a large part of my time has been dedicated to environmental issues. A common definition of sustainable development is ‘activity that meets the needs of the present without compromising the ability of future generations to meet their own needs.’ Different understandings within Council and the wider community of what constitutes the needs of the present and future generations predictably mean we often disagree on what the priorities should be, what are acceptable activities to allow in our district and how resources should be allocated to ensure current and future wellbeing, not only of people but also the natural environment. Economic issues do consume much of our time in Council, particularly how much we expect residents and property owners to cough up to maintain a healthy environment, decent infrastructure and an attractive community, but I have been surprised at the range of environmental issues we have to consider as a unitary authority.

2. Council staff provide great value for the money we pay them.

Most of my pre-Council experience had been fairly positive with staff in the Community Development Unit and a few councillors. Over the course of the year I’ve been blown away by the skills, knowledge and dedication of GDC staff across the organisation. We have excellent managers working long hours and their staff are true public servants in the best sense of the term. The expertise amongst our staff consistently impresses me and while we may not pay as much as many other local authorities GDC has certainly been able to attract and retain some of the best talent in the sector.

3. Councillors all care deeply about our district.

While I’ve got priorities and views that are the polar opposite to a number of my colleagues on many issues, I have come to appreciate that each one of them is passionate about the wellbeing of our district and each brings a unique perspective and set of skills and experience to the Council table. I greatly appreciate those that have been on Council longer than I have and I think the newbies bring some fresh perspectives.

4. Economic, social, environmental and cultural concerns seem to be in conflict more than they are complimentary.

There is much made of the interdependence of economic and social development, some say a healthy economy will result in an improved social profile while others believe social investment will create more productive workers. When we add the complexities of safeguarding the little that remains of wildlife habitats, the challenges of climate change, quality soil retention, freshwater management and coastal protections, the social and economic trade-offs get even more complicated. And when the cultural values, traditions and assumptions of our district’s residents get added to the mix it makes for a really exciting and often difficult matrix for decision-makers to navigate.

5. There is often more heat than light in debates about local issues.

What has really surprised me as someone who likes to see evidence rather than theatrics is the number of claims made about things like rates affordability, Council services inefficiency and ‘red tape’. I will listen carefully to members of the public and Council colleagues who produce actual examples and verified situations to substantiate their claims, but it seems far more common for the loudest voices to muscle their way in with sweeping generalisations that when the surface is scratched just don’t hold their ground.

Grace Under Fire

242 years ago this week, the Endeavour dropped anchor just off Kaiti Beach and so began contact between the British and Māori.

45 years later the first British missionaries arrived in the Bay of Islands and began their work of ministering to the Europeans and converting Māori.

A controversial legacy of evangelism in these islands meant missionaries were forced to choose sides between those they were called to minister to and the dictates of settlers and their government. Missionary roles in the drafting, promotion and signing tours of versions of Te Tiriti o Waitangi have also been hotly debated.

William Williams held the first service in Tairawhiti in 1834 and in the same month the Treaty was signed he acquired for the Church Missionary Society a large area of the Poverty Bay flats from Turanga Maori.

Thomas Grace arrived at Manutuke in 1850 and quickly found himself offside with speculators and land grabbers who were acquiring and grazing land under dubious terms. Grace also noted that local Māori received from settlers only half the price paid to Europeans for produce and livestock.

Challenging these and other discriminatory practices meant Grace fell out with the local settlers and fellow missionaries who accused him of ‘stirring up strife between the Maori and the settlers’. Grace walked from Gisborne to Tauranga then caught a boat to Auckland to defend the charge only to find the meeting had dealt with the issue just before he arrived!

The church hierarchy provided little support to Grace and he went on to continue challenging the practices of settlers and questioning the role of the church in the rapacious process of colonisation.

Grace’s biography is available in the HB Williams Memorial Library and provides a fitting tribute to a man dedicated to his calling and the best traditions of Christian faith.

Hasta la Victoria Siempre

Socialism made the headlines locally and at a national level last week. The Prime Minister explained his admission that a socialist streak runs through New Zealanders by acknowledging he too holds socialist ideals. And an aspiring Mayoral candidate blamed socialists on Gisborne District Council for the increase in his rates demand, which he thinks is a form of wealth tax. Of course he failed to mention his properties are collectively worth many millions of dollars and the proportion of his rates to property value is less than one tenth of what the vast majority of us contribute.

As Noam Chomsky has pointed out, “the term socialist has been so evacuated of content over the last century that it’s hard even to use in any sensible way. The Soviet Union was called a socialist society by the two major propaganda powers in the world at the time. The west called the Soviet Union socialist to defame it by association with the miserable tyranny and the Soviets called it socialism to benefit from the moral appeal that true socialism had among large parts of the general world population.” But the Soviet Union was about as remote from socialism as you can imagine. The core notion of traditional socialism is that working people have to be in control of production and communities have to be in control of their own lives. The Soviet Union was the exact opposite of local control, the working people were virtual slaves. Chomsky suggests the collapse of the Soviet Union was in fact a great victory for socialism.

There are attempts today to describe a detailed vision of a socialist future and some of the most extensive and detailed are examples like Participatory Economics and the moves toward an extension of democracy to the industrial sphere through worker-owned cooperatives.

Philosopher and educationalist John Dewey’s main work concentrated on democracy and he pointed out that as long as we have industrial feudalism – that is, private power controlling production and commerce – our democracy will be very limited, we have to move to what he called industrial democracy if we hope to have democracy of any significance.

The way for individuals to realise the democracy “in their own hearts” was through community. As Dewey wrote, “it is through association that man has acquired his individuality and it is through association that he exercises it. The theory which sets the individual over against society, of necessity contradicts itself.”

Dewey believed that direct participation in a democracy would foster an unexpected talent for thoughtful deliberation in ordinary citizens. “We lie in the lap of an immense intelligence,” he said. The difficulty was to unleash this intelligence, which remained dormant until “it possesses the local community as its medium.” In The Public and its Problems — Dewey’s only work of formal political philosophy — he outlined an elaborate program of truly participatory democracy, one built around face-to-face interactions in “neighborly communities.”

The idea that people should be in control of their own destiny and lives including the institutions within which they work and the communities within which they live is traditional socialism.

So when the label socialist gets used pejoratively by people who should know better, I hope John Key is correct, that New Zealanders do all have a socialist streak and we are proud of that commitment to local, egalitarian democracy that protects us from the tyranny of both big government and big business.

Rites of passage research identifies keys for healthy, prosperous communities

What life lessons did previous generations of young people need to learn before they became adults? Could these rites of passage provide some answers to the multiple challenges facing young Maori today? These two questions were the foundation for a three year national project led by Gisborne researcher Manu Caddie and a team of youth workers from around the country.

Youth workers from Christchurch, Wellington, Whanganui, Whangarei and Tairawhiti interviewed Maori elders in their community with a focus on their experiences as children and adolescents. The interviews were filmed and key messages from the stories compiled into a written summary.

On Sunday night, 6pm at the Dome Cinema in Gisborne, the findings from the project will be released at a public screening of “Hei Tikitiki” a new DVD featuring highlights from more than 30 interviews. A 90 page report summarising the research findings will be available along with copies of the DVD.

The project received financial support from the Lottery Community Sector Research Fund and was based on a proposal Mr Caddie prepared for Te Ora Hou Aotearoa in 2008. Te Ora Hou is a national network of faith-based Maori youth and community development organisations established in 1976. “Te Ora Hou youth workers have contact with hundreds of young people and families every week, we decided this research was essential to do if we wanted to assist with healthy transitions into adulthood” said Mr Caddie. “The 21st yard glass, passing exams and making babies are modern day rites of passage but there are some fundamental life lessons that aren’t being taught to young people, in fact advertising, entertainment media and consumer culture promote the exact opposite of values previous generations were required to accept before being considered responsible adults.”

“It’s been a fairly drawn out process, some of the people interviewed have since passed away, so the footage we have of their stories is very significant to their families” said Mr Caddie. “It was a really special inter-generational experience for the young people and youth workers to interview their elders. I would like to see an on-going project established in Gisborne where we support young people to record the stories and reflections of our elderly. The way society is structured now we tend to segregate the age groups and the wisdom of older people is lost if they do not have the opportunity to share it with the younger generations coming through.”

Anthropology has for at least the last 200 years looked at the purpose of rites of passage within cultures. “A rite of passage deals with entering a new stage of life, maturation in physical, social and sexual status and membership of a new group” said Mr Caddie. The researchers  important theme running through much of the literature is that rites of passage do not exist for the benefit of the individual participating in the process but for the benefit of the community and culture to which the person belongs.”

Most of the interviewees had grown up in communities and a time where Te Reo was the dominant language and tikanga Māori was still the dominant culture. A few had direct experience of traditional institutions like the whare wananga or were mentored by tohunga and kuia born in the 19th Century who ensured certain processes and rituals were in place for the child and adolescents.

Many of the interviewees felt that their experience of rites of passage was more a general process of development rather than an explicit event or an intentional set of lessons that the teachers and learners were consciously participating in.

Interviewees identified a range of experiences more closely assigned with western or contemporary rites of passage including leaving home, first job and working to support parents and siblings, getting a mortgage, general educational advancement including Māori trade training schemes, personal rites of passage, legal marriage, being given or taking responsibility for housework and farm work, choosing own clothing, fashion as a symbol of independence and enlisting in the military.

Common themes that emerged about the purpose and outcomes from experiences that they considered rites of passage include the intergenerational transmission of:

–        Maramatanga / essential values: manaakitanga (hospitality), respect for and valuing the guidance of elders, strong work ethic, personal integrity, contribution to the wellbeing of the whole community, respect and care for the natural environment and other creatures, etc.

–        Mātauranga / essential knowledge: whakapapa (genealogy and how different whānau, hapū and iwi are connected), wahi tapu (sacred places), wahi kai (food sources), battle-sites, astrology, astronomy and patterns of natural phenomenon that guide certain activities, roles and responsibilities of particular whānau within the hapū, cross-cultural comparisons, etc.

–        Mahitanga / essential skills: cultivating food, hunting and collecting food, preparing and storing food, communication skills (whaikōrero/karanga/kōrero/karakia) and hosting skills, house building, martial arts, creative arts and crafts, caring for the natural environment, etc.

Less intentional lessons were also learnt through some experiences such as the importance of alcohol in whānau life, the gendered nature of work, the cyclical nature of violence, etc.

All of the interviewees were able to provide examples of what they considered rites of passage. These were all personal experiences from their childhood and adolescence, in some cases pre-birth and for a few there were experiences they had in late adulthood – a few spoke of practices common in their community that they were aware of in their lifetime or their parents life.

Only a few interviewees were able to share stories of how they participated in particular rituals, institutions or events that would adhere to the famous three stage (separation, transition, and reincorporation) rites of passage. However nearly all of the experiences shared were consistent with the idea of rites of passages being markers of transition from one state of being to another, of being directed by and for the benefit of the wider community and of being essential for the intergenerational transmission of cultural values and community knowledge.

The interviewees stories validate the claim of other recent research that the rite of passage process not only guides the individual’s transition to a new status, but, equally important, it creates public events that celebrate the transition and reaffirm community values, which inform and guide expectations for behaviours essential for the group’s survival.

Mr Caddie said he hopes the project will provide a useful resource for anyone interested in positive youth development, social progress and how we pass on values and knowledge between generations. While the project focused on Maori experiences, Mr Caddie believes the principles and lessons learnt can be applied across any cultural group.

“While government advisors and think-tanks like the New Zealand Institute have identified the real social and economic crisis New Zealand young people find themselves in, we think there are some solutions emerging from the stories of our old people and we need to think about how those experiences might be translated into a contemporary context. There are implications from this research for employment, enterprise, mental health, parenting, education and crime prevention. That’s the next piece of work to be done as we consider the learnings from this report for a broad range of social, cultural and economic issues.”

WAI262 Report ‘Insulting’

A Gisborne District Councillor says the WAI262 Report is tokenistic and very disappointing. “This report was expected to provide clarity on property rights for Māori, but instead presents a series of schizophrenic findings and recommendations” said Manu Caddie, who is a member of the Gisborne District Council RMA Hearings Committee and the Environment & Policy Committee.

While the report suggests Māori do not have ownership of indigenous flora, fauna and knowledge – the Tribunal found that Māori have ‘kaitiaki obligations’ that should be protected in law.

“The recommendations relating to establishing better mechanisms for iwi and hapū to have input on resource management planning and decision-making are tokenistic and insulting.”

“Article Two of the Treaty clearly says Māori have “undisturbed and exclusive possession of the land, estates and forests” until such time as they choose to relinquish such possession. Through the 20 something years of this claim, Māori have argued they never surrendered their rights to indigenous resources but this report has found otherwise.”

“The Crown set up and controls the Tribunal funding, appointments and its procedures. The Tribunal has effectively denigrated Māori to associated people who have “important knowledge” with entitlement to a “reasonable degree of protection” over flora and fauna. The report found that the Crown “either deliberately or through neglect, has largely supported one of New Zealand’s two founding cultures at the expense of the other” but goes on to recommend a whole lot of mechanisms whereby the Crown can acquire and control Māori intellectual resources not already under its control.”

Mr Caddie, who recently became an accredited decision-maker under Section 39 of the RMA , does support the Tribunal findings that, for the RMA regime to more effectively support kaitiaki relationships, engagement between tangata whenua and local authorities needed to become compulsory, formal, and proactive.

The report recommends the development of a system allowing kaitiaki priorities for the environment to be integrated into local authority decision-making. This system should be built around enhanced ‘iwi resource management plans’ setting out iwi policies and priorities for managing the environment within their tribal areas. These plans should be negotiated with local authorities and, once finalised, should bind local authority decision-making just as regional policy statements, regional plans, and district plans do. For this system to work, the report suggests the Crown will need to provide resources to allow iwi to obtain scientific, legal and other expertise necessary for the development of their plans.

“The Tribunal found that Māori communities do not have the capacity to overcome the obstacles to their effective participation in the RMA system because there are no reliable and sufficient sources of assistance available to Māori.”

Are we ready to step up to the challenge?

It was encouraging to see the level of interest last week in the report ‘Improving the Transition’ produced by the Prime Minister’s chief science advisor Peter Gluckman last week.

The report challenged successive governments ad hoc approach to addressing serious issues for young people in our country. It was particularly critical about the lack of evidential base for government funded services, a lack of evaluation and monitoring and the failure to invest in the early years. Professor Gluckman also pointed out that solutions to serious problems are going to take many electoral cycles.

In 2001 the Ministry of Justice published a report that suggested early intervention was most effective but also least accurate in identifying where resources should be targeted. The report concluded that spending smaller amounts on more young parents and their children was ultimately a better investment than trying to address the expensive options available to reduce youth offending or locking up adults.

The last Labour-led governments put serious money to initiatives like Family Start focused on the families of pre-school children, support services for teenage parents and social workers in primary schools. The effectiveness of these initiatives seems to be mixed and the evaluations were rarely made public.

The current government has committed around $100million for new services for young offenders plus tens of millions more toward Whanau Ora and the Community Response Fund. The funding for youth offending was based on pre-election promises of boot camps that contradicted all the international and New Zealand literature suggesting those approaches either don’t have any significant effect or actually increase offending. Whanau Ora and the Community Response Fund are based on noble sentiments around devolving decision-making to the community level, though both are still too amorphous to determine at this stage whether they will contribute to the transformational changes necessary in our communities.

Massive cuts to youth health services, early childhood education and support services along with recently announced funding cuts and restructuring of family violence prevention services were not prefaced by any report on their effectiveness, rather election year political priorities seem to outweigh any evidential imperatives.

With the government using their level of borrowing to justify their inability to undertake any substantial new investments (other than more than ten billion on new Roads of National Significance), they should have a clearer commitment to evidence-based and cost-effective service provision.

I look forward to seeing the recommendations that the Office of the Prime Minister comes up with from Professor Gluckman’s report (which had 11 recommendations of its own). Hopefully the proposals are followed by an action plan to address not just woefully underfunded youth mental health services but the more systemic issues relating to the politicization of public policy development, local priority-setting and accountability and the overall quality of relationships between the range of stakeholders in social development.

The Gisborne Herald Editorial last week asked whether our country is prepared to step up to the challenges identified by Professor Gluckman. My response would be that I doubt the report will be enough to make much difference to the lack of courage we have seen to date. The most significant opportunity for alcohol law reform in a generation seems to have passed us by as the government adopted none of the most effective options promoted by the Law Commission and similarly the key proposals in a Law Commission report last month on the Review of Misuse of Drugs Act seemed to have no support from any of the political parties.

At a local level I’m encouraged by the increasing community commitment to positive child and youth development and in this we can hopefully lead the country.

Increasing Equality

The Spirit Level has some exciting implications for the Gisborne District. No surprises that in our community wealth and health inequalities are more pronounced than most other places around New Zealand. Also not surprisingly, inequalities here are largely, though not exclusively, aligned with ethnicity (Europeans/Pākeha control nearly 93% of the national net worth but only comprise 83% of the population, while Māori make up over 10% but only own 4% of the wealth) and age (young people have much higher ratio of debt to assets than older people), and to a lesser extent gender.

While the factors contributing to this situation are largely historical and circumstantial, there are things that can be done today to create a more equal community if that was something we aspired to. The Spirit Level certainly provides strong evidence as to why reducing inequalities is an important goal but there is a fundamental change in values that needs to take place if equality is something we make a community goal for Gisborne.

Massey University published research last year that showed over the past 30 years New Zealanders have drifted away from our egalitarian roots and now more people than ever do not believe equality should be a goal for our society. Commentators have linked this shift with the rise of radical political ideology of free market economics that has dominated New Zealand government policy since the mid-1980s. So now we have a more unequal society where 10% of the population own more than half of the wealth, more half the population own less than 7% of wealth and a steady trend is that a decreasing proportion of people own their home. But more importantly, less people than ever think we should be aiming for a reduction in the disparities between the haves and the have nots. As Midnight Oil sang ‘the rich are getting richer, the poor get the picture’. Another trend down is that less and less of the value produced by the country is held by New Zealanders, and a increasing proportion of the population have a decreasing net value. The Treasury technocrats who have pushed what Professor Jane Kelsey dubbed ‘The New Zealand Experiment’ have been very successful in terms of shifting our thinking as a country.

While this ideology has been espoused by some outspoken local civic and business leaders for a generation, it is pleasing to see some of have moved on and a new, hopefully more enlightened set of leaders is emerging.

Tim Jackson’s book “Prosperity Without Growth” and Michael Shuman’s “Going Local” have been influencing my thinking on economic policy and his recommendations for local and national economies are closely aligned with the thesis of The Spirit Level authors.

I am very interested in looking at how Council policies on rating for example has been used over the past ten years in a way that may have the effect of shifting more of the rates burden onto those who can least afford it. I think we should also be looking carefully at how public policies can make it easier or harder for big box retailers owned by foreigners to setup here and effectively shut down our mainstreet’s family-owned businesses.

I think a fair and active democracy requires that we try to give everyone an opportunity to make positive contributions to the community, fairness doesn’t mean we have to treat everyone the same. If people live in different circumstances then treating them differently is justified. The level of opposition to the Voter Participation Project focused on neighbourhoods that have poor election turnout was a great case in point. Either opposers have a very base understanding of what it means to be fair or they were motivated by some irrational fear or bias against trying to encourage poor people to vote in an informed manner.

While The Spirit Level has had it’s detractors and critics (largely politically motivated some claim), the authors have responded resoundingly to questions raised and a global movement is developing aimed at raising public and political awareness about the benefits of reducing the gap between the wealthy and poorest citizens within a country and community. The Equality Trust established by the authors of The Spirit Level has a guide for local groups and I would be keen to hear from anyone interested in forming a Gisborne group to look more closely at the current situation on things like wage ratios in local businesses and implications for Council policy positions that do or not include increasing equality as a goal.

Wilkinson and Pickett, The Spirit Level authors, have clearly demonstrated through peer-reviewed empirical evidence that the more equal a society is, the happier, healthier and less stressed, better educated and less likely to be a victim of crime everyone is. I’m as keen as anyone else to get beyond the ‘them’ and ‘us’ mentality that has grown with the increasing gap between rich and poor, can we find others who want to explore these opportunities?

Neighbours Day Everyday…

I met a wonderful couple this week, grandparents with huge hearts for their family and for other local families. Born into poor circumstances themselves, this couple know what it is like to really struggle. They have tragedies in their own extended family to deal with but wanted to know how they could help Kaiti kids reach their potential.

These grandparents want to connect with other people their age and younger ones to talk about how their generation can make more useful contributions to young families in Gisborne.

We talked a bit about Tairāwhiti Positive Aging Trust and other groups that support seniors to be active in wider community life. Healthy churches, marae and sports clubs are still great places for intergenerational relationships to be nurtured and life lessons passed on to younger people.

Neighbours Day this weekend is an opportunity for us to think about the people we live close to but may not feel close to. When we reestablish trust and care within our streets it has been proven to reduce crime, increase safety, school attendance, health and happiness. Every one of us should know that when we have reason to worry, celebrate or grieve, someone will notice and someone will care. Many people in our communities don’t have that support and it is so encouraging to hear when residents are willing to make an effort to be that special someone for a neighbour or family in need.

I also met with a young man this week who is concerned about neighbourhood safety and, with signatures of support from everyone in his street, has been trying to get Council to install speed inhibitors to prevent another crash that could injure or kill a child. Whether or not he succeeds with his campaign for the speed bumps or chicanes (I certainly hope he does), it is awesome to see young people taking responsibility for making their neighbourhood a safe and enjoyable place for those who live there and visit the area.

It has been heartening to see the people willing to make the effort to present their ideas and concerns to Council committees and public meetings over the last few weeks.

Submissions on the Draft Annual Plan are due by 31 March. Whether or not the local stuff you care about is mentioned in the Plan, it is an essential part of the democratic process and you can make a submission about anything you are passionate about.

In the future I’m keen to look at extending the influence residents and (direct and indirect) ratepayers have on the Council budget. Participatory budgeting is a small but energetic movement through which ordinary people directly decide how a portion of their municipal budget is spent. Pioneered in Porto Alegre, Brazil in 1990 as a democratisation strategy, the process has spread to over 1,200 cities around the world. From Cologne in Germany to Entebbe in Uganda, the concept is giving more people more control over how their tax dollars are spent locally. An interesting discovery through the models developed to date is that as residents spend time deliberating on the budget with their neighbours they start making decisions based on the collective good rather than individual interests.

Renting property is a partnership with responsibilities sides and often a higher standard by the landlord will be met with a higher standard of upkeep by the tenant. Unfortunately many landlords do not seriously assess and meet their responsibility and are coming up well short. It is a shame that a bylaw would be a requirement but a sad reality that sometimes the right thing needs to be enforced.

No – when we think about what we are trying to address when we put restrictions on drinking in public places it is to generally address drunkenness, violence, damage to property and harm to people, even perceived feelings of being unsafe.  The people that are likely to get a permit are unlikely to be offenders in any of these categories and the offenders unlikely to get a permit, so a waste of time and paper.  There are already laws available to the police to address this type of behaviour and drinking in public places is currently under Sale of Liquor Act review so direction on this issue would be lead nationally and not at a local level.  However liquor bans can be used at a local level to
address problem areas or to protect areas that alcohol shouldn’t be publicly consumed at, ie children’s playgrounds.

This initiative is a great tool for our Youth though with regards to learning and mentoring and it is definitely worth further consideration. As a start point I would be trialling a non voting seat on the Community Development Committee.

Brian Wilson Confident – at least that is what feedback I am getting from this sector. However the area that has not been dealt with sufficiently so far is the access of people with mobility scooters and other disabled people crossing roads especially at intersections and round a bouts.

Profile & Priorities

I am standing for Council because I want to encourage much more public participation in discussions and decisions about the future for our communities. Diversity around the council table is important so the district leadership truly reflects the people they serve and we all move ahead together.

I moved to Gisborne with my wife Natasha Koia in 1998 to provide care for her elderly grandparents. We still live with her grandmother and now have our own family with two young children.

I have a degree in communication design, a post-graduate teaching qualification and have worked as a graphic designer, teacher, researcher and community organiser. My research and project management business was established in 2004 with local, national and international clients including the Ministry of Social Development, Ministry of Education and The World Bank. I currently hold governance roles with the Board of Trustees for Waikirikiri School and Presbyterian Support East Coast, and I served three years on the board of the NZ Council for International Development.

Question 1. Rates

Our region currently has huge infrastructure, transport and energy costs, low incomes and limited employment options. I would support Council appointment of a skilled advocate to influence central government so that any impact of national regulations are fully understood and compensated for by central government not ratepayers.

GDC needs to get much smarter at securing external resourcing for major projects. We need much more sophisticated negotiation skills to make the case for private and public investment in local infrastructure.

We should establish a ‘50,000 Taskforce’ with the goal of reaching this population by 2020. Design and implement an aggressive national and international marketing campaign to attract world class talent to relocate to the region bringing expertise and increased earnings.

Question 2. Infrastructure

Cycling and walking needs to be made much easier and safer than it is at present.

We need to urgently establish alternatives to more logging trucks in the city. We need the companies benefitting to pay for the constant road upgrades required.

The rail needs a rescue plan in place by April – based on a robust study of the options not rushed reports.

We need ultra-fast free broadband to every home by 2012.

We need a bylaw requiring all rental homes to pass a Warrant of Fitness to reduce the negative health, education, financial and social outcomes from substandard housing.

The community needs to think about and decide how we best support local businesses and how much big box retail we want in our town. We should take a different development path to places like Tauranga.

Question 3. Council involvement with economic and community development

The sobering social and economic issues in our region are not just statistics – they have faces and names as friends, family and neighbours.

Council doesn’t need to lead economic development but needs to ensure it is smart and takes into account potential impacts on social, environmental and cultural wellbeing. Similarly council doesn’t need to lead community development but needs to work with residents and other stakeholders to ensure communities lead their own development.

Local authorities should have a key role in coordinating central government funding coming into our region for social and economic development to make sure it is lined up with local priorities. I will encourage council support for residents groups at neighbourhood and village level to determine local priorities and development plans.

Question 4. Council provision of facilities and events for young people

Council doesn’t need to provide these directly, but should work with young people, community organisations and businesses to develop more opportunities for young people. This could include computer clubhouses, homework centres, all ages music venues, business incubators, community gardens, and sports and recreation facilities.

Young people are full citizens and Council should provide a non-voting seat for the Tairawhiti Youth Council around the Council table and on all committees.

Question 5. Biggest environmental problems

Significant challenges facing the district include farm and beach erosion, waterway sedimentation, agro-chemical pollution, minerals exploration, native habitat destruction, increased risk from extreme weather and our dependence on oil-based energy.

However one of the most important issues is the need to secure a collective commitment to adjust our lifestyles to ensure future generations are also able to enjoy the abundance we have been blessed with.

Council should lead by example – using more solar energy, providing loans paid off by rates for solar water heating, switching to hybrid vehicles, using bicycles around the CBD and planting vegetables in public gardens.

Council should facilitate more environmental education and community action and establish a regional Environmental Forum with statutory agencies, businesses and non-government organisations to identify, plan and monitor action to address priority environmental issues.

Supporting a Voice for Tairawhiti Youth

This year, for the local body elections, Tairawhiti Youth Voice; The Gisborne District Youth Council will be producing a voter and candidate information guide for young people aged 18-24. This will include the respective Council candidates’ views and commitments to the things identified as important to the aforementioned group by the Youth Council.The finished guide will be distributed throughout Tairawhiti and is funded by Tairawhiti Youth Voice, with assistance from the Ministry of Youth Development.

Do you support the idea of a Youth Council?

YES. I have for many years and have made formal submissions for its establishment since 2003.

Do you support the continuation of the GDC partially funding the Youth Council in the future?

YES. Whether or not the Youth Council needs funding, it demonstrates a real commitment to the value that youth bring to public decision-making and the rights of young people as full citizens of our community.

Have you had experience with working with, or working for, young people?

YES. Only since I was a young person. I have been a volunteer youth worker since the early 1990s and continue to spend time in my neighbourhood with local young people. I have worked on countless local projects with young people including the development of regional youth strategies, research projects, youth enterprise initiatives, a youth radio station, a youth art space, public art projects, alternative education programmes, youth leadership development, international exchanges, etc. Taking young people to Burma, Nepal and Fiji have been some of the most exciting experiences I have had with local youth and would like to see much more of that kind of experience happen, particularly for young people with limited financial support from home.

Do you support Youth Council speaking seats on Council committees?

YES. Provided TYV has the capacity to provide a person, I also think they should be paid to attend the meetings and for pre-reading.

Do you support a Youth Council speaking seat at full Council meetings?

YES. As long as TYV is a democratic organisation that has a fair process for appointing the person/people to occupy such a seat and is supported with advice and resources by Council staff, local youth workers and people like Marcus Akuhata-Brown who lives in Te Araroa and was the Commonwealth Youth Representative for over one billion people (he might have some useful things to suggest).

Meeting with youth in a Nepalese village in 2007 with two rangatahi I took over to share the experience.

Do you support the idea of a Council-provided Youth Centre?

YES. Though I think there should be a number of youth spaces as young people are not all the same and we need to have services and spaces that are meaningful and useful for all young people. The danger in having one facility is it has to be all things to all people and can become something that doesn’t help anyone. The skate park club rooms is a good example of a facility that caters for a particular sub-culture of young people. There should also be youth art spaces, more indoor sports facilities, computer clubhouses, etc. And they need to be where the young people are including the suburbs and rural villages.

Would you support the development of a Regional Youth Retention Strategy?

YES.This is a priority and I have been campaigning on this issue – not just to retain young people, as it is important for them to get out and see the world, but also to attract them home when they have got a tertiary education and/or travelled abroad and are ready to settle down, raise a family, etc.

1. Do you think Gisborne District Council should continue to facilitate the process for desired community-wide social, economic, environmental and cultural outcomes even if it was not a requirement in legislation?

(a) YES – it’s a no-brainer… GDC is the only district-wide, public institution that can coordinate these aspirations, if GDC does not do this then no other organisation is going to and we will have a much more fragmented community as a result.

Alternative Education announcement welcomed

Local providers of Alternative Education for students who have been excluded from mainstream education are welcoming an announcement from Pita Sharples, the Associate Minister of Education, of a funding increase for the sector.

“The 8.4% increase works out to a lot less than the rate of inflation since the last funding increase in 2000 but it is a start and we hope the government is committed to at least pegging future funding to inflation” said Manu Caddie, a Trustee for Te Ora Hou Te Tairawhiti that runs Ka Timata, a programme for up to nine boys aged 13-16 years.

“We have been lobbying government for many years on this issue – these are the forgotten kids who miss out on the resources of mainstream education once. Ironically they are the young people who have the highest needs and get the least support.”

Recent national studies have shown that students in Alternative Education are more likely to be Maori from low income neighbourhoods and have much higher rates of health problems, learning deficits and involvement with crime than their peers who stay in mainstream schools.

Ka Timata records from 2007-2009 show that 75% of the 20 students had involvement with Child, Youth & Family, 85% had come to the attention of Police, 95% had numeracy and literacy levels well below their peers, 60% had little connection to their marae before coming to Ka Timata, 90% had five or less positive adult influences and nearly all had a history of violence and alcohol and/or drug abuse.

After leaving Ka Timata one third of the students went into employment, half went on to further training, 10% left town and 10% went to unknown destinations.

“We are also very pleased to see the requirement for a qualified teacher to work with Alternative Education students, though we are not sure how we are going to pay them what they would otherwise get in mainstream schools given our resourcing is still so low compared to what schools have to work with” said Mr Caddie who was himself a teacher in Alternative Education and has been involved at a national level in lobbying for increased resourcing for AE from four different Ministers of Education.

Te Ora Hou Te Tairawhiti is a member of Te Ora Hou Aotearoa, a national network of faith-based Maori youth and community development organisations that emerged in the 1970s and have provided residential homes for at-risk youth, schools for teenage parents, alternative education programmes, community development projects, international indigenous youth exchanges and community youth clubs in centres around the country.
